This time, instead of getting a message regarding the OS being outdated, there was a "Cloud with Arrow" icon, and upon clicking it I received the following prompt: I simply attempted the installation via iTunes, which failed ("incompatible OS version"), then tried to install it again from the App Store on my iPad 4. In my testing, I did not actually need to unplug the iPad mid-install. You will now be prompted to install the last compatible version of the app.On the iPad, go into the App Store and re-install the app.Google Chrome will attempt to install but will hang on the iPad.Wait until Chrome finishes downloading, and unplug the iPad.Install Chrome (or other legacy apps ) via iTunes onto the iPad.Install iTunes on a computer and Sync iPad.I found this option in the Google forums: I'm resurrecting this issue because similar threads on Apple forums are incorrect in saying that there is no way to install Chrome or other legacy apps on IOS 9 or older.
